Because the if is part of the ternary value expression (before for), every element is included - the condition controls the value, not inclusion. x <= 3 produces x unchanged; x > 3 produces x * 10. All 5 elements appear in the output. Compare with [x * 10 for x in nums if x > 3] — that filter if would produce [40, 50] with only 2 elements.
