The 'nonlocal' keyword allows a nested function to assign to a variable in its enclosing scope rather than creating a new local variable. Without 'nonlocal count', the line 'count += 1' would raise UnboundLocalError because Python would treat count as local and it wouldn't be defined yet. Each call to c() increments the same 'count' variable captured in the closure.
