NOT NULL is a column-level constraint enforced at write time - INSERT and UPDATE statements that would leave the column NULL are rejected. It does not imply uniqueness; you can have many rows with the same non-NULL value. A common design choice is to pair NOT NULL with a DEFAULT so that rows that omit the column get a sensible fallback instead of an error.
